JICA Supports Vietnam in Implementation of the Paris Agreement
The Japan International Cooperation Agency (JICA), the Ministry of Natural Resources and Environment (MONRE), and the Department of Natural Resources and Environment (DONRE) of Ho Chi Minh City (HCMC) jointly organize the Final Workshops of the Project on Support the Planning and Implementation of Nationally Appropriate Mitigation Actions (NAMAs) in a Measurement, Reporting and Verification (MRV) Manner (SPI-NAMA), on January 7 in HCMC and on January 9 in Hanoi.
At the national level, MONRE and JICA started SPI-NAMA project in 2015 for strengthening the national management function to promote mitigation policy in Vietnam, in particular for its preparation toward full implementation of the Paris Agreement.
During the cooperation period, the Project supported MONRE’s efforts to develop a decree on the regulation of GHG emission reduction roadmap, as well as conducted a low carbon technology assessment on mitigation options of the nationally determined contribution (NDC), which is a commitment by the Government of Vietnam under the Paris Agreement.
At the local level, HCMC and JICA worked on preparing for updating the city’s Climate Change Action Plan (CCAP) for post 2020 period. Japanese experts provided training to staffs of HCMC’s DONRE for using Asia-Pacific Integrated Model (AIM) to visualize future GHG emission trends in HCMC and identify reduction targets by 2030. Based on the simulation results of the model, HCMC will be able to prioritize their potential mitigation actions for the new CCAP.
Simulation results of AIM model shows that GHG emissions in HCMC by 2030 would increase about 2.6 times from the 2016 level without any mitigation actions. On the contrary, with effective mitigation actions, HCMC could possibly reduce around 20% of its GHG emission by 2030 compared to the no-mitigation-action scenario. The estimated results were shared and consulted with different stakeholders in HCMC and policy recommendations for the new CCAP was developed and submitted to DONRE.
As a pilot activity, Japanese experts conducted energy efficiency review for buildings in HCMC and recommended a carbon reporting system like the one that has been applied by Tokyo Metropolitan Government. With the system in place, Tokyo was able to reduce 16% of its total energy consumption in the period of 2000-2012. The reporting system providing information on how much electricity savings by applying energy efficiency measures and the ranking in energy efficiency by Tokyo Government motivate building owners to invest in energy efficiency measures. “Experience of Tokyo Metropolitan Government on the carbon reporting is very useful for HCMC as the number of building has increased quickly. The system would also help raising awareness of tenants on energy/electricity saving” said Mr. Nguyen Toan Thang, Director General of HCM DONRE.
Within the scope of the support to HCMC, the Project estimated potential GHG emission reductions for some sea ports in HCMC. The MRV methodology for sea ports developed by the Project was highly appreciated by the Ministry of Transport (MOT). Mr. Duong, Director General of Environment Department of MOT confirmed that works of SPI-NAMA project for sea ports in HCMC will be utilized for the National Plan for Green Port which was under development by MOT.
“Vietnam, as a member of the global community, is expected to play an important role in implementation of the Paris Agreement. Certainly, the proactive efforts made by the Government of Vietnam and HCMC have shown their clear signal to the world and people in the country that both the central and local governments will take the leadership to enhancing climate actions to realize a low carbon and decarbonizing society with achievement of the Sustainable Development Goals”, said Mr. Hiromichi Murakami, Deputy Director General of Global Environment Department, JICA Headquarters. He expects that experiences and lessons learned from the SPI-NAMA project would help the Government further to strengthen their legal framework to ensure a future paradigm shift toward low carbon economy.
